The Air Force Scientific Advisory Board and the New Manhattan Project

Evidence indicates that the chemtrails so often seen in today’s skies are largely a product of something known as the Air Force Scientific Advisory Board. The Air Force Scientific Advisory Board (AFSAB/SAB) was created in order to facilitate the development of a secret, second generation system of weather control. Does that sound familiar? Our story takes us from the waning days of World War II to the creation of the SAB and its cohorts, which most probably went on to develop the biggest scientific effort in history. Near the end of WWII, as American military forces swept across Europe towards Berlin during the final stages of the Allied victory in Europe, members of Operation Alsos (an offshoot of the original Manhattan Project) captured and inspected the abundant riches of cutting-edge Nazi science. Led by the famous scientist Theodore von Kármán (1881-1963), this delegation of American scientists gathered the raw materials later used for the production of a series of secret reports titled Toward New Horizons. These reports served as a blueprint for future Air Force operations and mandated the creation thereof, or as the official history of the SAB states, “[Toward New Horizons] became the lodestone and the touchstone for Air Force research and development, a final arbiter of argument, a main source for inspiration and motivation.”


Two different reports in the Toward New Horizons series (more commonly known as the von Kármán reports) made mention of ‘atomic energy’ being used to control the weather. Although many Manhattan Project scientists such as Edward Teller (1908-2003) later hypothesized about detonating nuclear bombs in the atmosphere as a way to modify or control the weather, this is not what the authors of the von Kármán reports were writing about. They were writing about more comprehensive weather control and their use of the generic term ‘atomic energy’ could mean electromagnetic energy, which is what is used to control the weather today as part of the New Manhattan Project. Further, the authors of the von Kármán reports suggest domestic weather control writing, “the peacetime applications of such concepts may be more significant than their military uses.” Von Kármán himself advocated for ‘vigorous’ meteorological research.


The authors of Toward New Horizons write:


“The conditioning of weather over large territories has not been seriously considered in the past, however, the progress of meteorological science and the possibility of introducing in the air large amounts of energy by nuclear methods, might bring this aim into the realm of possibility. For example, the amount of energy required for forced local release of atmospheric instability in the case of convective storms and for the dissipation of fog should be within the limits of available energy from atomic sources. The general problem consists essentially of three parts: (1) exact knowledge of the weather parameters in the domain in which we want to produce changes, including both instantaneous values and their tendency of variation; (2) methods of computing the future weather, as dependent on the presence or absence of available control measures; and (3) means of applying the controls, such as adding energy in certain regions, modifying the reflection coefficient of certain areas, etc. It seems possible, with the aid of electronic computers, to produce a model of a certain region of the earth’s surface and the existing weather situation, which can be used not only for fast weather prediction, but also for direct rapid experimentation, on a mode scale, with various control methods.”


The Air Force Scientific Advisory Board (SAB) was created in order to bring forward the objectives of Toward New Horizons and this is exactly what they have done.   


In late 1945 the RAND Corporation was created in order to guide the predecessor of the SAB known as the Army Air Force Scientific Advisory Group and RAND went on to guide the SAB itself. The RAND Corporation has handled research and development of new technologies, while the Scientific Advisory Board has evaluated RAND’s work and advocated for further production and implementation. Consistently, the RAND Corporation has also produced a large number of studies applicable to weather control. Created in 1949, directly below the SAB was the Air Force Cambridge Research Laboratories (AFCRL). The AFCRL was the SAB’s dedicated workshop, producing just about every type of device needed for subsequent field testing of the New Manhattan Project. When the Air Force Scientific Advisory Board first met in June of 1946, it was led by the aforementioned Dr. von Kármán as Chairman and General Curtis LeMay (1906-1990) as the executive manager. Von Kármán served as Chairman until 1954 and Chairman Emeritus until his death in 1963.

Other notable members of the nascent SAB included Air Force Major Theodore ‘Teddy’ Walkowicz. Walkowicz had worked on two of the reports in the Toward New Horizons series and he served as Secretary of the SAB from 1948 to 1950. Later, in 1968, Dr. Walkowicz of Rockefeller Family and Associates became a trustee of the MITRE Corporation, which appears today to be a central administrator of the New Manhattan Project. Significantly, in light of Toward New Horizons’ multiple assertions that ‘atomic energy’ might be used to modify the weather, the SAB established their Nuclear Weapons Panel in March of 1953. The SAB’s Nuclear Weapons Panel reunited the two most notable Manhattan Project scientists who were known to have done significant work in weather modification and the atmospheric sciences: John von Neumann (1903-1957) and Edward Teller. This ad hoc, so-called ‘Von Neumann Committee’ was also joined by many other top American nuclear physicists and worked with the development laboratories of the Atomic Energy Commission: today’s Department of Energy.

Working closely with von Kármán and Walkowicz at the SAB was Colonel Donald L. Putt (1905-1988) who served as the Board’s Military Director as well as the Director of Research and Development. Putt enjoyed secretly bringing in the former Nazi scientists after WWII as part of Operation Paperclip. According to journalist Linda Hunt, after personally seeing captured German facilities, swept-back wing aircraft, and other fruits of Nazi science, “Putt gathered the Germans together and, without approval from higher authorities in the War Department, promised them jobs at Wright Field if they would go with him to a holding center for captured personnel in Bad Kissingen. He also promised to send their families to the United States, then instructed the scientists to sell all of their belongings and to travel light.” Although many of Putt’s Nazis were known to have committed heinous acts of violence during the war, Putt coddled, protected, and covered for his subordinates every step of the way.

Along with help from the German-born, American General Bernard Schriever (1910-2005), it is reasonable to assume that Putt was putting Operation Paperclip Nazis to work for the SAB. Von Kármán himself was a big proponent of Operation Paperclip. The origins of today’s MITRE Corporation are found in the SAB. In late 1949 the SAB formed the Air Defense System Engineering Committee; commonly known as the Valley Committee after its chairman Dr. George E. Valley (1913-1999). The Valley Committee evolved into Project Charles, then into Project Lincoln, then into Project Whirlwind, then into the SAGE system. Development of the SAGE system was transferred to the MITRE Corporation upon its creation in 1958.  


Conclusions

The totality of this evidence indicates that, with help from many other military and civilian scientific organizations, the New Manhattan Project was primarily and originally produced by the RAND Corporation, the Air Force Cambridge Research Laboratories and the SAB. It appears that the MITRE Corporation later consolidated everything into a single whole. From there, with continued help from the US government, corporate military contractors built the infrastructure needed for the eventual large-scale, domestic and international operations.  


The SAB may still be involved in today’s domestic operations. There may be certain aspects of today’s New Manhattan Project for which they are still needed. Specifically what those aspects might be is a matter for an official federal investigation with subpoena power.
